Rationale
Motorised transport accounts for 19% of global energy consumption and is responsible for 23% of fossil-fuel related carbon dioxide emissions (IEA, 2009). In 2006, the transport sector alone emitted 7.5 Gt of carbon dioxide (IEA, 2009). In the future, the CO2 emissions from transport will rise rapidly unless ambitious actions are taken. Most of the increase in CO2 emissions from transport will stem from emerging and developing countries due to the rapidly growing number of cars and declining shares of more efficient modes of transport, such as public and non-motorised transport.
