“TRANSfer – Germany’s Support for Developing Countries’ NAMAs in the Transport Sector”

Official joint BMU-GIZ side-event at COP17, Durban

COP17 LogoThe TRANSfer side-event, co-organised by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), took place on Friday, the 2nd December 2011 in the EU Pavilion at COP17 in Durban (South Africa).


Mr Norbert Gorißen (International Climate Initiative (ICI), (BMU)) welcomed the audience and highlighted Germany’s commitment and efforts to put forward mitigation actions in the transport sector, particularly through NAMAs.

The TRANSfer project was then presented by Dr Harald Diaz-Bone (see presentations below), who also introduced TRANSfer’s main output: the handbook “Navigating Transport NAMAs” (currently under development and scheduled to be released in 2012).

Mr Wolfgang Sterk (Wuppertal Institute for Climate, Environment and Energy) explained the A-S-I (Avoid-Shift-Improve) approach to tackle emissions from the transport sector, the institutional set-up for NAMA development and the MRV (Measurable, Reportable, Verifiable) concept.

Mr Holger Dalkmann (Project Director of EMBARQ) presented the experiences on large commercial vehicle renovation schemes in Colombia and Mexico, highlighting the options for South-South cooperation on transport NAMAs. The success factors, lessons to be learned, potential barriers and opportunities for the development of transport NAMAs were discussed during his presentation.

Representatives of the TRANSfer Project’s three partner countries participated in the side-event:

Aritenang (MoT, Indonesia)

Mr Wendy Aritenang (Ministry of Transport, Indonesia) explained the cooperation between the Indonesian Ministry of Transport and the TRANSfer Project to develop transport NAMAs in Indonesia. He introduced the working group “Transport & Climate Change”, created for that purpose. As part of a sustainable transport policy, Mr Aritenang pointed out that 4 potential programmes have been initially identified: fuel efficiency, freight, rail and urban transport. He also announced Indonesia’s intention to select a pilot supported transport NAMA and presented some of the key steps to be undertaken, with the support of GIZ, in 2012.

Mugeri (MoT, South Africa)

Mr Shumani Mugeri (Department of Transport, South Africa) told the audience about the different initiatives the Government of South African is aiming to carry out in the transport sector. These transport initiatives include inter alia: improving non-motorised and low-carbon transport modes, investment in rail and the development of a rapid public transport system.

Mr Felipe Targa (Vice-Minister, Ministry of Transport, Colombia) spoke of Colombia’s commitment to develop mitigation actions in the transport sector. In particular, he announced a renovation scheme for Colombia’s freight vehicle fleet.
